The CICC Public Register and MyConsultant.ca, the College's consultant finder, are the listings prospects actually open. Beyond those: Canadavisa and CIC News firm listings, Moving2Canada and Canadian Bar Association listings. Keep name, address and phone identical everywhere, because a mismatch with the register is what fraud warnings train buyers to notice.
Referral still outranks all of it in many segments. WhatsApp groups, country of origin Facebook groups, settlement agencies and campus student associations send more retainers than any ad account, and you cannot buy your way in: broadcasting into them creates anti-spam exposure and reads like the scams your audience was warned about. A public footprint closes that loop when your name is passed along, as do short video explainers on CRS cut offs and sponsorship in the languages you practise in.
Advertising and professional conduct rules under the CICC Code and the law societies

For CICC licensees, the federal Code of Professional Conduct under SOR/2022-128 governs. Marketing must not guarantee the success of an application, must not be misleading, and must not imply a relationship with or special influence over IRCC. (Justice Laws Website Government of Canada) Advertisements must identify you by the name registered with the College, prominently near the beginning, and written advertising must direct the public to the Public Register. Only the official RCIC Licensee Insignia may be used: not the College's corporate logo, and never Government of Canada marks. So "Guaranteed PR in six months" becomes "Licensed RCIC, licence number shown, outcomes cannot be guaranteed."
Under the Immigration and Refugee Protection Act, only authorized representatives may be paid to advise or represent on an IRCC matter: CICC licensees in good standing, lawyers and paralegals licensed by a provincial law society, and Quebec notaries. Quebec adds a layer no other province has. Two federal regimes catch practices out.
